Yes, and you define where the line is. A live leak or no water at all gets labelled an emergency and sits at the top of your call list; a quote for a bathroom reno is taken as a message and booked in the morning.
Will it try to price a job?
Only if you give it prices. Left alone it says a plumber will confirm pricing, because a wrong number quoted at midnight is worse than no number.
Can it tell someone how to shut the water off?
It can ask whether they have found the shutoff and pass on instructions you have written. It won't improvise plumbing advice.
What if they're outside my service area?
You give it your coverage area and it checks the address against it, so you're not driving ninety minutes for a call you'd have turned down.
